How Canadian freelancers, small businesses, and consumers navigate sales tax collection, deductions, and refunds:
| Scenario / Rule | CRA Statutory Threshold | Financial Consequence | Recommended Action |
|---|---|---|---|
| Small Supplier Exemption | Gross revenue under $30,000 in last 4 consecutive calendar quarters | No obligation to register or charge GST/HST; cannot claim ITCs | Register voluntarily if upfront commercial startup expenses are high to recover GST/HST paid. |
| Input Tax Credits (ITCs) | Eligible commercial business operating expenses (rent, software, tools) | 100% of GST/HST paid is refunded or offset against sales tax collected | Keep itemized receipts showing seller's 9-digit Business Number (BN) for purchases $100 and above (full invoice details required for $500+). |
| CRA Quick Method | Worldwide annual taxable supplies under $400,000 | Charge full GST/HST, remit only ~8.8% to 10.4%, keep remainder as income | Ideal for service businesses with low overhead and few physical input costs. |
| Zero-Rated vs Tax-Exempt | Zero-rated: 0% tax (groceries, exports); Exempt: childcare, healthcare | Zero-rated allows claiming ITCs; Exempt prohibits claiming ITCs | Ensure invoices clearly specify 0% zero-rated status so foreign clients aren't mistakenly billed domestic HST. |
Under Canada Revenue Agency (CRA) place-of-supply rules, calculate sales tax based on the customer's location, not where your business is based:
Multiply your pre-tax billable subtotal by the buyer's provincial tax rate:
Example (Ontario 13% HST): $1,000 subtotal × 0.13 = $130 HST. Total invoice = $1,130.
When an invoice or quote already includes tax, divide by (1 + Tax Rate):
Example (Ontario 13% HST): $1,130 total ÷ 1.13 = $1,000 subtotal ($130 HST portion).
Taxable, zero-rated and exempt treatment depends on the product or service. Confirm business filing decisions with CRA, Revenu Quebec or a tax professional.
